Online poker has been legal in the First State since 2012.  Delaware is one of the states that was able to offer safe and legal local websites for users who wanted to play online poker in for real money. Our team explored legal sites in the state, as well as possible alternatives for the poker fans. We have also created a list of the top poker sites for Delaware poker players that you can check out.

Online Poker in Delaware

Best poker sites for Delaware residents for 2025

Real money online poker is legal in the state and overseen by the Delaware Lottery with a licensed operator. Not till long ago could players use software provided by 888, but recently Delaware transitioned to Rush Street Interactive (RSI) as its exclusive iGaming provider after ending the 888 partnership in late 2023. Now players can play Texas Hold’em and other poker variants online through BetRivers Poker, which is the only licensed and regulated legal option available since its relaunch in June 2025.

Although it offers a legal and stable option, many players in Delaware explore international offshore poker sites for alternatives. To help, we’ve compiled a guide to the safest and most trusted offshore poker rooms that accept players from Delaware.

Coinpoker

CoinPoker

CoinPoker is a crypto-based poker room created by well-known player and entrepreneur Tony G. The site operates under an offshore license and is open to players from Delaware.

Its biggest advantage is complete anonymity: you can register using just an email or a crypto wallet. A decentralised blockchain RNG also ensures fair play.

The lobby features Texas Hold'em, Pot Limit Omaha and some exotic formats like PLO5/6 cash games with stakes up to $200/$400. Most of the action goes on at 7-max tables, but HU and 4-max games also run regularly. The tournament lineup includes regular MTTs with buy-ins ranging from freerolls to $5,000 and guarantees of up to $100,000.

New players receive a 150% up to $2,000 first deposit bonus and a fixed 33 % weekly rakeback. The site also runs rake races for cash-game and tournament grinders.

All payments are processed exclusively in cryptocurrency (USDT, CHP, BTC, ETH), which is especially convenient for Delaware residents, where banking options for poker rooms are limited.

BetOnline Poker

BetOnline Poker

BetOnline Poker has decades of experience in operating in the US market, and it’s one of the few offshore options still open to players in Delaware.

BOL is known for its solid traffic. Most of the action takes place at No-Limit Hold’em tables, available in both 6-max and full-ring formats. Omaha is offered in 4-, 5-,and 6-card  variations with something to suit all players.

The tournament lobby features MTTs with buy-ins ranging from $1 to $520, including the Sunday Main Event with guarantees of up to $200,000. You’ll also find a variety of Sit & Go tournaments, including Windfall Spins with prize pools reaching as high as $1 million.

New players can take advantage of a 100% first-deposit bonus up to $1,000, and there are regular rake races that reward steady grinders.

Everygame Poker

Everygame Poker

Everygame Poker is an offshore poker site, licensed in Curaçao, which is open to players from Delaware. Unique feature is its "dealt" rake system, whereby the rake from each hand is distributed evenly among all players dealt in, regardless of how much they contributed to the pot. Along with its 36% flat rakeback offer, Everygame Poker could be the best option for rakeback players.

Most of the cash-game action spots on No-Limit Hold’em and Pot-Limit Omaha tables, with stakes up to $1/$2. The tournament section features small MTTs with buy-ins starting from just $1.

New players can grab a 200% welcome bonus up to $1,000. Rakeback is paid daily at 36%, and there’s also a weekly rake race with a $4,000 prize pool.

How do we rank the best DE poker sites

In states where online poker is legal, it is still only available on certain sites that work under strict compliance rules. But these sites are just a fraction of your options. At Worldpokerdeals, we thoroughly research both local and offshore sites to determine which ones will be safe and enjoyable for you. Here is what we look out for:

  • License: Even if it doesn’t have a local license, it at least should have one from a trusted regulator, such as UKGC, Malta, or the Isle of Man.
  • Background: The platform's experience and reputation are also extremely important. We strive to recommend websites that have sufficient years of experience to guarantee good service and security.
  • Security: We focus on rooms that don't have active or frequent complaints and that maintain a good reputation. It's also important that the platform implements all necessary security tools, such as encryption and recognized payment methods.
  • Cashier: We prefer platforms that offer a sufficient variety of payment methods. It's especially great if they combine more modern cryptocurrencies with more traditional debit cards or e-wallets.
  • Games and traffic: We prefer websites that offer traffic 24/7 and focus on the US time zone.

Online poker in Delaware

Online poker in Delaware is legal and regulated, but the market has gone through changes recently. For years, games were hosted on platforms powered by 888 and connected to Delaware Park, Dover Downs, and Harrington Raceway. After 888 exited the market in late 2023, there was a short blackout period before a new provider took over. Now, the only place you can play legally is BetRivers, operated by Rush Street Interactive (RSI). The State is also part of the Multi-State Internet Gaming Agreement, so players can join shared player pools with other states like Michigan, Pennsylvania, and West Virginia (with potential future expansion to New Jersey).

BetRivers Poker

BetRivers Poker Table

BetRivers Poker was relaunched in June 2025. It offers a Welcome bonus for all new players of a 100% deposit match up to $1,000. The sum will depend on your deposit, and will be unlocked with every $25 bet. Bonus terms and wagering requirements may vary depending on current promotions.

However, BetRivers is not your only choice. You can also choose one of the offshore poker sites from our recommendations. Legally, they operate in the "grey zone",  but if you choose wisely, you can get an even bigger selection of games, higher traffic, faster payouts, and wider range of payment options including crypto.

Is online poker legal in Delaware?

As we already mentioned before, the Delaware Gaming Competitiveness Act in 2012 (House Bill 333) authorized not only online poker, but also other forms of internet gambling as well. This way, Delaware became one of the first states in the U.S. to regulate online poker and online casino games.

You can legally play online poker in Delaware if you are at least 21 years old and physically in the state. BetRivers, the only regulated online poker operator in the state at the moment, uses geolocation to confirm this fact and requires full identity verification (KYC) before allowing real-money play.

When it comes to law, online poker is covered by Title 29 of the Delaware Code. It also establishes the Delaware Lottery’s authority over internet gaming and its role in managing contracts with licensed operators. As for the criminal or other responsibility, just because online poker is legal in a state doesn't mean you can play anywhere. The Criminal Code sets several activities to be illegal, such as:

  • Possessing or using a gambling device. It means that you can’t manufacture, sell, or do other activities with gambling devices, even though it concerns offline gambling more.
  • Organizing or hosting online poker without a license. This means that foreign or local operators that provide online poker services without a Delaware license are illegal.

Title 11, Subchapter VII on gambling offenses, does technically prohibit participation in unauthorized gambling. In theory, that could apply to someone playing on an offshore site that is not licensed in Delaware. But in practice, authorities prosecute only the operators and not players.

Still, we recommend players to choose secure and reputable offshore poker sites if they decide to play outside the state-licensed network.

  • Harrington Raceway & Casino in Harrington.

They commonly offer Texas Hold’em and Omaha, with no-limit and limit structures, and buy-ins suited to a range of players.

History of poker and gambling in Delaware

After becoming an independent country and up to the mid-1900s, poker was played in Delaware in informal settings long before legalization, much like in the rest of the United States. Horse racing was the only officially recognized form of gambling, and poker was tolerated socially but not protected under law.

In the mid-20th century, poker in Delaware existed underground. Most legal gambling was restricted to horse racing, while the state lottery was introduced in the 1970s. In 1974, the Delaware State Lottery was launched, and the racinos gradually began to open in the following decades. They also hosted table games, such as poker, after regulatory changes allowed casino gaming at racetracks.

The new chapter started in the 2010s. First, with the legalization of table games in 2010, the state authorized table games in the state’s three racetrack casinos: Delaware Park, Dover Downs, and Harrington Raceway. And then, with the legalization of online poker and internet gaming in 2012. By 2013, Delaware already had its first legal platform powered by 888 Holdings under the Delaware Lottery. It recently changed to BetRivers, operated by Rush Street Interactive, but online poker remains available for players within the state through the regulated BetRivers platform.

Conclusion

Delaware is one of the few states where both live and online poker are available to players. Currently, the state only has one legal operator. It added a multi-state shared liquidity network for Delaware players, covering Pennsylvania, Michigan, Delaware, and West Virginia.

Additionally, if you are in the state, you can play live poker at three existing racinos. Or, you can try out Sweepstakes Poker websites that technically operate legally. The last option you have is the offshore websites, which offer you more games and payment methods, but operate in a gray area of law.

Responsible Gambling

Since online poker is legal in the state, this means that the issue of responsible gaming has clear regulations. You must be 21 years of age to take advantage of the responsible gaming tools available on the legal gambling website.

Additionally, while in the state, you can contact a number of hotlines, such as Delaware Gambling Helpline (1-888-850-8888) or Gamblers Anonymous (1-626-960-3500).
