After Black Friday cleared the big regulated sites out of the US market in 2011, a scramble of new offshore sites tried to fill the gap. Two came out of it as the durable winners: ACR Poker, the flagship of the Winning Poker Network (WPN), and BetOnline, the flagship of the Chico Poker Network. Both take US players, both accept most of the world, and both run cash games, tournaments and Spin-style formats on a crypto-first cashier.

Past that shared surface, the two sites pull in opposite directions — one built for the grinder, one for the recreational player. Which one is "better" comes down to which of those describes you.

Who each site is for

Pick ACR Poker if you play volume and care about the money that comes back — 27% flat or up to 65% progressive rakeback, the lowest rake caps of the two, 24-table support and full tracker support. It also has the deeper stake ladder (up to NL/PLO $5,000) and the bigger tournament guarantees.

Pick BetOnline if you play for the game, not the grind. Its field is softer because the traffic bleeds over from the sportsbook and casino, the mobile app is genuinely native, and the cashier accepts far more coins. You trade that softness against a higher rake and rewards that only really open up if you also bet outside poker.

US players: where each site is available

For a US player this is the first filter, because it can settle the choice before any rake table matters. The two sites do not cover the same map.

ACR Poker is an unregulated offshore site, so it stays out of the states that run their own regulated market or ban online gambling. It does not accept players in Nevada, Delaware and New Jersey, and is blocked where online gambling is prohibited — Kentucky, Maryland, Louisiana, Mississippi and Washington State. Everywhere else in the US it is available.

BetOnline casts a wider net: it accepts players from 49 states, with New Jersey the only exclusion, where the state regulator takes a hard line on offshore operators.

Wherever you are, availability is not the same as regulation: offshore sites operate outside US state licensing, so check the law where you live before you deposit.

Rake compared

Both sites charge 5% on cash pots under the "weighted contributed" model — you only pay if you saw the flop, and your share of the rake tracks your share of the pot. The difference is in the cap, and the cap is where the money is at anything above micro-stakes.

ACR caps the rake at a flat $3 on a full table (5+ players), at every stake. BetOnline's cap climbs with the stake, up to $8 at $5/$10. At the micro end the edge is BetOnline's — its cap is lower at NL10 and NL25, and the two are level at NL50 — but from $0.50/$1 upward ACR pulls clearly ahead.

Two footnotes matter. BetOnline adds a jackpot drop on Bad Beat tables and a small surcharge on a few 8-max micro limits, so its effective cost at the bottom is a touch higher than the cap alone suggests. ACR's flat $3 means the cap barely binds on small pots and bites hard on big ones — which is exactly why higher-stakes grinders gravitate to it. On multi-table tournaments both charge around 10%.

Rakeback & loyalty

This is the widest gap between the two sites, and it is the main reason a volume player would choose ACR.

ACR Poker

ACR runs real, poker-only rakeback that does not depend on betting anywhere else. You pick one of two models when you register:

• 27% fixed — flat cashback, best for low and mid volume.
• Up to 65% progressive — the Elite Benefits ladder, built for high-volume grinders. Points per dollar of rake are multiplied by your tier; the top tiers need serious monthly rake to reach and hold.

On top of that, every player — regardless of stake or tier — is entered into two weekly rake races, The Beast (cash) and Sit&Crush (SNG), with cash prizes and tournament tickets. The progressive model only overtakes the flat 27% once you pay well over $1,000 in rake a month — below that, take the fixed deal.

BetOnline

BetOnline's VIP program is built for casino and sportsbook players — you advance it by betting in those verticals, not at the poker tables. A poker-only player sits at the bottom Bronze tier, which pays about 10% weekly. In our testing, activating the welcome code and mentioning to support that we might also place a few sports or casino bets was enough to switch Bronze on; it stayed active weeks later. Across more than 1,000 accounts over six months, the average poker rakeback worked out to roughly 11.7%.

The real cost of a hand: rake minus rakeback

Rake and rakeback only mean something together. A higher rake with rich cashback can be cheaper than a lower rake with none — so here is what actually comes back on a fixed amount of rake paid. Say you generate $1,000 in rake in a month:

The rake gap between the two sites at 6-max comes down to the caps alone: BetOnline's is lower at NL10 and NL25, ACR's from NL100 up. That points to a clear conclusion on real rakeback.

At every stake, ACR players get a higher rake return than on BetOnline. Even the lower cap at NL10 and NL25 can't offset a rakeback gap of roughly 17% in ACR's favour, and from NL100 up the site's edge only grows.

On volume, that gap compounds into real money — $160 to $540 a month back in your pocket at ACR on the same rake, before races. The counterweight sits on the other side of the ledger: BetOnline's field is softer, and edge against weaker opponents can matter more than cashback. That one doesn't fit in a table — it depends on your win rate — but it's the trade every player here has to weigh.

Welcome bonus compared

Both run a 100% first-deposit match over a 60-day clearing window, but they clear very differently.

ACR offers the bigger headline cap, but it drips out slowly at roughly a fifth of your rake. BetOnline's cap is half the size, yet it releases at half your rake — clearing faster and denser — and throws in a run of free Sit & Go tickets. For a low-volume player who may never clear $2,000, BetOnline's smaller-but-faster bonus can be worth more in practice. For a grinder, ACR's cap plus its parallel rakeback is the larger pot.

Traffic & games

ACR is the busier site. The Winning Poker Network runs on the order of 5,000 players on average, three to four times that at peak, which lands late at night to early morning European time (roughly 03:00–09:00 GMT+3) because the core is in the Americas. BetOnline's Chico Network shares traffic with TigerGaming and SportsBetting for something over 4,000 at peak, in US afternoon-to-evening hours.

The stake ladders differ. ACR spreads action from NL2 up to NL/PLO $5,000, with fast-fold (Blitz), Bomb Pots that fire a few times an hour, and the exclusive 7-Day No Rathole format. BetOnline concentrates around Hold'em — about two-thirds of cash traffic — with fast-fold (Boost) live at only three limits, NL10, NL25 and NL50, but a genuinely soft PLO pool, plus its own Discard Hold'em ("Pineapple Pop") tables.

The point that matters for your win rate: ACR's tables — especially NL25 and up — carry more rakeback-driven regulars, while BetOnline's stay softer. More action and a deeper ladder at ACR; a weaker average opponent at BetOnline.

Tournaments

This is ACR's territory. Its regular grid guarantees over $9 million a week, its Sunday majors run into the hundreds of thousands, and its series are the biggest in the offshore market — the Online Super Series XL carries a record $50 million guarantee, and the flagship Venom has grown into the Venom Duals with a combined $15 million guaranteed. ACR is also one of the few sites that publishes a full, filterable tournament schedule, which makes planning a session much easier.

BetOnline plays a different game — smaller, softer fields. It guarantees around $10 million a month even without a series, runs 50+ events a day, and typically fields a few hundred players rather than thousands, which changes the experience: you can find a $20,000-guaranteed event for a $55 buy-in and expect a friendly field rather than an overlay-hunting crowd. Its Sit & Go section is one of the deepest anywhere — Mystery Bounty, 8-Bomb, and heads-up up to $100 — which is where BetOnline genuinely out-features ACR.

So: chase big guarantees and series, and ACR wins outright. Prefer soft, small MTT fields or live SnGs, and BetOnline is the better site to sit in.

Software, trackers & mobile

ACR runs the proprietary WPN client: up to 24 tables at once, full support for Holdem Manager 3, PokerTracker 4 and Hand2Note, plus built-in all-in insurance, a staking marketplace and Multi-Tabling Master. Table selection is deliberately restricted — its Player Protection hides opponents' names until you post the big blind — so bumhunting is possible but laborious. That whole toolkit is aimed at the serious regular.

BetOnline runs the Connective Games client: up to 8 tables, a simpler layout, and a session-only HUD built in. Third-party trackers are permitted, though some need a converter to display a HUD. It is the lighter, more recreational-friendly software.

The clearest mobile edge belongs to BetOnline: native iOS and Android apps, up to four tables, with a full cashier on the phone. ACR has moved entirely to a browser-based mobile version — the site no longer offers native apps, and its mobile play noticeably trails BetOnline's clients.

Deposits & withdrawals

Both cashiers are crypto-first — cards and fiat rails exist but come with restrictions. BetOnline supports the wider menu: around 16 coins, from Bitcoin and the stablecoins down to AVAX, SOL, TRX and more, plus wire, check and money order. ACR keeps a tighter core — BTC, ETH, USDT, LTC, USDC — but adds useful regional rails: ecoPayz, Interac e-Transfer for Canada, Pay4Fun for Brazil, and checks for the US and Canada.

At BetOnline, in our own test, the deposit credited in 2 minutes 42 seconds, and a crypto withdrawal — including a KYC check on the way out — landed in about 22 hours. The catch is the withdrawal fee: on a small $30 cashout we paid $1.50 (5%), and the schedule climbs with the amount, so batching into larger withdrawals is the sensible move. ACR's stated processing time is up to three days, and often just one, with coin fees passed through from the networks rather than charged by the site.

Net: BetOnline gives you more coins and a genuinely quick, tested payout, at the price of a per-withdrawal fee that stings on small amounts. ACR gives you fewer coins but more fiat/regional options and no site-charged fee. Neither is a dealbreaker; match it to how you move money.

Trust & fairness

Both are offshore sites with long track records, and both should be judged on the same honest terms.

Licensing and RNG. ACR holds a Curaçao licence and runs an RNG certified by iTech Labs. BetOnline states a Panama licence — less prestigious and, as it stands, hard to verify independently — but its Connective Games software has been tested by iTech Labs and GLI, and it enforces a clear KYC process. In this niche, offshore licences are the norm rather than the exception; treat them as a baseline, not a guarantee.

Bots. The one recurring, substantiated complaint against offshore poker is bots, and it attaches to both networks — as it does to the whole unregulated market. Both sites run detection and both have refunded players who lost to accounts later flagged as bots. That is the realistic picture: an ongoing arms race that neither has "solved," managed rather than eliminated.

The systemic risk sits above both operators. The factor most likely to affect either site is not the operators themselves but US enforcement — the Department of Justice could tighten the screws on offshore gaming again, as it has before. That risk is shared, and it is a reason to withdraw regularly rather than bank a large balance on any offshore site.

There is no single winner, because the two sites optimise for opposite players. Match yourself to the row:

In the end we'd choose ACR if we were a rakeback grinder running PT3 or HM2 and playing NL2K and up — or an MTT and Spins grinder who wants another site with a strong grid and bonuses. We'd firmly prefer BetOnline if our profit comes mainly from softer opponents, we like poker on the phone, off-beat tournament formats, and the option to switch quickly to other gaming products.
